Notoriously Liberal 9th Circuit Could Tilt Conservative After Resignation of Judge for Harassment Claims

Rush Limbaugh has long used the nickname  “9th Circus” for the 9th Circuit Court of Appeals and with good reason. The court has had a history of being the most liberal Federal Appeals Court in the country for decades. Finally, that may change.

The United States Court of Appeals for the Ninth Circuit is the largest of the 13 federal courts of appeal in the country, covering nine western states and the District of Guam and District of the Northern Mariana Islands. It encompassees about 20% of the U.S. population. It is located in San Francisco and is made up of 29 judges. The 9th Circuit hears federal trial cases on appeal.

This particular appellate court has a long standing reputation of being packed with liberals. It also has a reputation for having an unusually large number of its decisions appealed to and overturned by the Supreme Court. According to
