“It doesn’t feel pretty quick for that family that’s living in a hotel,” says wildfire survivor Jim Cragg.

Officials like Gavin Newsom promised “efficiency,” but wildfire victims still face a mountain of rules.

So many rules that most fire victims haven’t even applied for permits.

Meanwhile, government still charges property tax on burned-out lots.
