It is probable that President George Washington never heard the term sexual harassment. That does not mean that he was naive on the foibles of mankind. There have been bad behaviors every since man was created. What the founder of the nation did know was that there is something that man needs to regulate his behavior. He was not shy or ashamed to speak of it in this address to the nation. You can read it for your own edification.
