A Broward County Captain ordered the deputies NOT to enter the school at Marjory Stoneman Douglas High School after the shooting. Instead she told them to “stage” and create a “perimeter.” It was an action that seems to fly in the face of every law enforcement agency’s training and policy for an active shooter situation.
